Kuwait's Partnerships Technical Bureau in collaboration with the Kuwait Municipality would like to invite competent international and regional companies to submit their Expression of Interest for the "Services and Entertainment Center in Egaila" PPP Project.

The Project is expected to be procured as a design, build, finance, operate, maintain, and transfer structure in accordance with the PPP Law (Law No. 7 of 208 regulating public private partnerships and its amendments).

The proposed facility will be located in Fintas Commercial and Administrative Area, in Al-Ahmadi district, bound by Egaila residential area from the north and the east, the Private Universities area from the south, and Jaber Al-Ali residential area from the west. The project has ben allocated a total and area of 85,50 m2.

The primary objective of the project is to met the existing demand for commercial and entertainment outlets in the area surrounding the project site, thus minimize residents' ned to seek required services in nearby districts/governorates.

The scope of the project is to design, build, finance, operate, maintain, and transfer:

(1) a multi floor recreational, cultural, commercial, and sports center with an allowable build-up area of 12,40 m² (spread over four floors: (basement, ground, first, and second floors) including adjoined parking for each level with an overall capacity to accommodate not less than 3,60 parking spaces

(2) and a Fresh Food Market with a total area of 20,00 m2, in the Al-Egaila area. The term of the contract with the Kuwait Municipality for the project is expected to be 27 years in addition to an aded 3 years for the design, build and finance of all the infrastructure assets.

Expressions of Interest for the project must be submitted by e-mail to egailasec@ptb.gov.kw and be in the form specified in the Request for Expression of Interest document, and by a formal letter by no later than 12:0PM (Kuwait time) on Wednesday the 18th of February, 2015.
