Kentucky issues RFP for marina P3

The Commonwealth of Kentucky, USA, has launched a request for proposal (RFP) to develop a marina through a PPP model at Paintsville Lake State Park, Dewey Lake, Staffordsville.

The current marina operation at Paintsville is licensed to a private entity. This license expires October 31, 2015 with no options for renewal. The current operator has sixty days from the expiration date to remove the facility from the licensed premises.

There is an existing full-service marina offering 84 open slips, 80 covered slips, a launching ramp and rental of fishing boats, houseboats, pontoons, and pedal boats. The award of this solicitation will replace the existing marina.

The preferred bidder will have to  finance, design, construct, maintain, manage, operate, and furnish  first class, high quality, marina operation at the park. It will be also responsible for  for the existing gasoline tank and pumps, wastewater dump station, and must offer a small store.

Paintsville Lake State Resort Park consists of approximately 242 acres of land, while Paintsville Lake consists of 1,140 acres of water. The park includes a 32-site RV campground and sport facilities, among others.
