John P. Munoz joins CDM Smith as P3 Vice President

CDM Smith announced on Wednesday January 15th, 2014, that John P. Munoz has joined the firm as vice president specializing in public-private partnerships (P3) and innovative finance.

Munoz, a key pioneer in the development and implementation of the United States' largest P3 program in Texas, brings 27 years of experience to the firm's growing P3 practice.

Coming from the Texas Department of Transportation (TxDOT), Munoz led the competitive P3 procurements and all related credit agreements for the first four P3 projects in Texas, paving the way for the state's position as the country's largest and most active P3 program.

Under his leadership, Texas has successfully developed $14.9 billion in P3 projects and supported debt programs totaling $18 billion. He led negotiations with the U.S. Department of Transportation and the Transportation Infrastructure Finance and Innovation Act office on credit terms and conditions for provide loans and private activity bond financing for several mega-highway projects in Texas. Munoz also managed and coordinated several complex, multi-division TxDOT project teams and boasts strong relationships and experience with investment bankers, financial advisors, and bond and legal counselors.

His primary responsibilities at CDM Smith will include supporting clients in developing innovative delivery options to enhance transportation mobility and assisting them in navigating the complex world of funding, procurements and bond financing. Munoz is based in Austin, Texas office.
