Ireland launches M11 PPP tender The National Roads Authority of Ireland, is inviting entities to tender on a design, build, finance, operate and maintain basis for the M11 Gorey to Enniscorthy PPP Scheme.

The proposed M11 Gorey to Enniscorthy Motorway comprises the construction of three new sections of road namely sections of the M11, N30 and an N80 link. More particularly it is envisaged that the PPP Project will comprise works of approximately 26km of mainline to motorway standard (M11 route), 4km of dual carriageway (N80 Link Road) and 8km of single carriageway (Enniscorthy N30 route).

The deadline for the submissions of requests to participate is 1 October 2013.

A number of measures have been taken to instil confidence and maximise market participation in the Irish PPP Programme:
  • Length of tenders: The normal timeframe is generally around 21 months.  NDFA and the advisors on the PPP programme are working to compress the timeframe to 15 months.
  • Reimbursement of bid costs: A fixed amount will be paid as compensation for cancellation and a compliant tender fee would also be paid to a max. of 3 short listed tenders. A cap at the capital value of  €100m will be applied.
  • Construction Performance Bonds: Revised requirements now mean that performance bonds are capped at 12.5%.
