The Philippine city of Talisay, with the assistance of the PPP Center of the Philippines, is undertaking a Public Private Partnership project on heritage restoration and redevelopment. The Talisay City Plaza Complex Heritage Restoration and Redevelopment Project involves the redevelopment of three structures for commercial use and tourist development, namely the Old Public Market, the Manukan building (public market office / slaughterhouse), and the Old City Hall Building.
The project covers the following:
1) Design, Construction, Operations & Maintenance of a Commercial Complex with an attached New Public Market (NPMCC)
The Old Public Market and the Manukan Building (office of the public market / slaughterhouse) are to be redeveloped into a Commercial Complex with a New Public Market. As part of the project's heritage aspect, the exterior design of the new structure should adapt to the colonial-era structures around the Plaza Complex, including the Old City Hall.
2) Heritage restoration, Renovation, Operations & Maintenance of the Old City Hall
The Old City Hall will undergo adaptive reuse in order to preserve its colonial-period architectural design. Only the facade of the Old City Hall will undergo heritage restoration/preservation, while the rest of the building may be renovated and used for commercial purposes.
The project will be under a Build-Transfer-Operate (BTO) arrangement for a concession period of 20 years (inclusive of the construction period).The bidding documents cabe obtained by interested parties from 21 October to 5 November, 2013.
