The International Finance Corporation (IFC) has prepared a Preliminary Information Memorandum (PIM), on behalf of the Uganda National Roads Authority (UNRA), acting as Transaction Advisors for the Kampala - Jinja Expressway PPP project. IFC will be in charge of the project preparation and procurement until the financial close.
The PIM is being issued by UNRA for information purposes only for persons interested in participating in the market consultation in respect of the PPP project.
Institutions involved in the project include the Agence Française de Développement (AFD), African Development Bank (AfDB) and the Europe Union (EU), which have expressed interest in financing and supporting the project.
The project involves the development of a six-lane 77-km road project. The objective of the project is to:
(a) Enhance regional integration, stimulate trade and industry, boost economic growth by improving trade between Uganda and neighboring countries;
(b) Enhance efficient passenger and freight operations, improve mobility, reduce travel times, vehicle operating costs and accident rates;
(c) Increase commercial viability of Greater Kampala Metropolitan area as well as the Industrial Zones of Kampala, Namanve, Mukono, and Jinja; and
(d) Provide better access to local facilities for communities, creation of employment and increase in value for land and properties along the area of influence.
The total project investment is estimated at around US$1 billion.
