Indonesia launches EOI for Lamongan PPP water supply project

The Government of Lamongan Regency, in East Java, Indonesia, is inviting Expressions of Interest to develop a water supply project under a PPP scheme.

The development, operation and maintenance of the water supply scheme comprises of financing, design, construction, operation and maintenance of the:

  1. Intake Unit;
  2. Water Treatment Plant Unit;
  3. Main Reservoir;
  4. Main Distributions Network;
  5. Sub-District Service Reservoir;
  6. Secondary and Tertiary Distribution Networks;
  7. House Connections;
  8. Billing and collection of the water charges/tariffs.

The water supply system (SPAM) in Lamongan Regency is currently operated both by PDAM Lamongan Regency and HIPPAMS, who together serve about 27% of the population. The existing supply capacity of PDAM and HIPPAMS is not sufficient to meet the current and future demand. Therefore, the Government of Lamongan Regency wants to develop additional capacity of water supply through a Public Private Partnership (PPP)scheme. The Government of Lamongan Regency is supported by the Ministry of National Development Planning/National Development Planning Agency (BAPPENAS) in project preparation and procurement processfor Lamongan PPP Water Supply Project.

The estimated value of the project is IDR 133 billion (US$12.4 million).

Government of Lamongan Regency will bid the project in two stages. The PQ stage is expected to take place in September 2013, that will be followed by the issuance of the Request for Proposal (RfP) to the qualified participants by early November.

Selection of the preferred bidder is planned in March 2014.
