Indian city seeks developer for smart city project on BOOT model

The Government of Madhya Pradesh, India, has recently opened a competitive bidding process for the development of the Smart City Pan Project in the city of Bhopal on Public-Private Partnership (PPP) basis.

The private party will be responsible for responsible for designing, engineering, financing, procurement, construction, operation and maintenance of the project under a build, own, operate and transfer (BOOT) basis. The long-term concession agreement is not yet disclosed.

The objective is to support the city of Bhopal in developing a clean and sustainable environment through the application of smart solutions. The focus is on sustainable and inclusive developments.

The special purpose vehicle (SPV) Bhopal Smart City Development Co. Ltd (BSCDCL) will be responsible for the implementation of the Smart City mission at the city level. BSCDCL will plan, appraise, approve, release fund, implement, manage, operate, monitor and evaluate the Smart City development projects.

Bhopal has a total population of 2,371,061 (as per Census, 2011) with municipal area of 413 sq km. City’s economy is driven primarily by cotton, electrical goods, jewelry and chemical industry. 

The deadline for submission of bids is June 1, 2016 at 17:30 (local time).
