The International Finance Corporation (IFC) has issued two request for expressions of interest (RFEOI) to hire a legal consulting firm and a technical consulting firm for the Belgrade municipal waste treatment and disposal PPP project in Serbia.
IFC PPP Transaction Advisory is advising the city of Belgrade, acting as lead advisor, in structuring and tendering a PPP contract for the project. The contract would include the design, financing, construction, operation and maintenance of a waste treatment and disposal facility under a long term PPP contract.
The project is designed to cater for the municipal waste generated in 14 municipalities of Belgrade, for a total of about 600,000t of waste per year. The objective of the city is to implement a sustainable waste treatment and disposal facility compliant with EU and Serbian regulations.
The tentative scope of work of the legal consultant will include drafting the project documents (RFQ, RFP, PPP contract, offtake agreement as required) according to Serbian law, and international best practice. The Consultant will also be required to assist IFC in all legal aspects of the transaction, including discussions with stakeholders and potential bidders.
