The Honolulu Authority for Rapid Transportation (HART), which manages the urban rail system currently under construction in Honolulu County, Hawaii, is seeking a developer to build a parking structure and other related facilities.
To me more specific, HART has issued a request for information (RFI) for the Pearl Highlands public private partnership (PPP) project.
The project involves the design, building, financing, operations and maintenance (DBFOM) of a parking structure under an up to 75-year ground lease. The new facilities, which will have capacity for at least 1,600 vehicles, will comprise a ramp to provide direct access to a nearby interstate and a bus stop platform.
The parking structure is located next to the Pearl Highlands Station and it occupies an extension of about 723,216 square feet of land. The new facilities are scheduled to be operational by January 2022.
Pearl Highlands Station expects to serve more than 10,600 passengers per day, 30 percent of whom are expected to use the parking facility.
Interested parties must submit their proposals on or before May 20. The RFI is currently posted on the City's Division of Purchasing website:
