Guatemala tenders road rehabilitation PPP

Guatemala's Agencia Nacional de Alianzas para el Desarrollo de la Infraestructura Económica (ANADIE) has released the Request for Qualification documents (RFQ) for the Escuintla - Puerto Quetzal Highway PPP to invite potential bidders to express interest in the project.

The project envisages the upgrade, finance operation and maintenance of the CA-9 Sur 40 km road stretch between the municipalities of Esquintla and San José on BOT basis. The total project investment is estimated at US$60 million with a concession contract of 30 years period.

Interested firms must submit the RFQ documents on or before November, 21, at 11:00 AM (local hour).

As we reported in early March, ANADIE published a public private partnership (PPP) portfolio including a total of nine projects, including the above-referred Escuintla - Puerto Quetzal Highway project, to be developed under the PPP model. Most of the projects belong to the transport sector. Specifically, the rest of the portfolio includes the following projects:

Guatemala City State Administrative Center. The project entails the design, build, finance, operation and maintenance of the building complex on a DBOM basis. The project will be developed in Tegucigalpa where the old central train station is currently located. The total project investment is estimated at US$240 million. The tender for the project was launched in 2014.

Tecún Umán Intermodal Dry Port. The project entails the design, build, finance, operation and maintenance of a train-truck and truck-truck terminal on a DBOM basis. The new facilities will be developed on the border crossing Ing. Juan Luis Lizarralde Arillaga or Tecún Umán II. The total project investment is estimated at US$40 million.

La Aurora Airport Upgrade. The project comprises the upgrade, finance operation and maintenance of the airport on BOT basis. Located 6.4 km south of Guatemala City's center and 25 km from Antigua Guatemala, it is the primary airport of Guatemala. The total project investment is estimated at US$200 million.

Guatemala City North-East Bypass. The project includes the design, build, finance operation and maintenance of the road on DBOT basis. The project will link the CA-1 Oriente with the CA-9 Norte through a toll road. The total project investment is estimated at US$180 million.

Guatemala City's Commuter Rail and Road Interconnection Vial. The project entails the design, build, finance operation and maintenance of the assets on DBOT basis. The new 25 km rail will run from "Centranorte" (zone 18) to "Calzada Atanasio Tzul" (zone 12). The project also involves the upgrade of the adjacent road. The total project investment is estimated at US$620 million.

Old Guatemala Bypass. The project includes the design, build, finance operation and maintenance of the road on DBOT basis. The total project investment is estimated at US$75 million.

Guatemala -Mexico gas pipeline project. The project involves the design, build, finance operation and maintenance of the gas pipeline on DBOT basis. The new 200 km gas pipeline will have capacity to move 250 million cubic feet per day and a diameter of 22”. The total project investment is estimated at US$325 million.

Pacific freight train PPP. The project includes the design, build, finance operation and maintenance of the railway on DBOT basis. The fist phase of the project involves the development of a new 240 km rail which will run from Tecun Uman border to Masagua and Quetzal port. The second phase will run to San Salvador. The total project investment is estimated at US$240 million.

​ANADIE is a decentralized entity that supports public entities to structure and hire economic infrastructure projects, in the form of PPP.
