Four bidders compete for Ganha Tempo citizen service PPP project

The state of Mato Grosso, Brazil, has announced that four bidders have expressed interest in the "Ganha Tempo" citizen service public-private partnership (PPP) project.

The concession involves the implementation, management, operation and maintenance of seven Integrated Citizen Assistance Units, located in the municipalities of Cuiabá (in the region of Grande Morada da Serra), Várzea Grande, Rondonópolis, Sinop, Cáceres, Barra do Garças and Lucas do Rio Verde.

The four bidders are:

  • Shopping do Cidadão Serviços e Informática S/A.
  • Consórcio Rio Verde Ganha Tempo, comprised of Projecto - Gestão, Assessoria e Serviços Eireli, Softpark Informática Ltda. e Eficaz Construtora e Comércio Ltda.
  • Consórcio MTM Ganha Tempo, formed by Mazzini Administração e Empreitas Ltda., MPE Engenharia e Serviços S/A e Tejofran de Saneamento e Serviços Ltda.
  • Consórcio Ganha Tempo do Mato Grosso, comprised of Terracom Construções Ltda., B2BR - Business To Business Informática do Brasil Ltda. e Ellenco Construções Ltda.

The project was structured through an Expression of Interest Procedure (PMI) published in June 2015 and four companies requested permission to develop feasibility studies, but only the company Shopping do Cidadão Serviços e Informática was authorized and presented the requested studies (Socicam; 3P Brasil; and Cector were not authorized).

The concession will have a period of 15 year and it has an estimated value of BRL533 million (US$148.6 million). The project may be the first PPP of Mato Grosso. The concessionaire will be responsible for an investment of BRL35.5 million (US$9.9 million).
