Financial advisor sought for Regina bypass

SaskBuilds Corporation, in collaboration with the Saskatchewan Ministry of Highways and Infrastructure, is considering a public private partnership (P3) delivery model for the Regina Bypass Project.

SaskBuilds seeks a financial and procurement advisor to provide financial services and to undertake procurement preparation (Phase One) for the project. The deadline for submission of proposals  is 18 December 2013.

The project will consider the delivery of a highway corridor and several interchanges through the Regina Region.

The projected cost of the bypass is about CAD$300 million (US$282 million).

Construction is currently underway on a new four-lane section of the West Regina Bypass from Highway 1 to Dewdney Avenue.  Work includes building a new overpass at Highway 1 and a bridge over the CP tracks.  The overpass is expected to be open to traffic in late fall 2013 and completion of the new road is anticipated in late fall, 2014.
