The first road project of the fifth generation road concessions (5G) has been announced in Colombia. The selected project is Cali-Palmira access roads project in Valle del Cauca region. The National Infrastructure Agency (ANI) has published the preliminary specifications earlier this week.
Cali-Palmira access roads project will have a length of 310 km which includes the construction of 15.6 km of a new simple road between Cali and Jamundí; 12.6 km of new second roads; 291.4 km of improvement of existing corridors; 2 uneven exchangers (Sameco and Versailles); 2 vehicular bridges over the Rio Cauca; and 13 pedestrian bridges. The project will improve the mobility of heavy traffic in the Colombian Pacific. It will also improve the connection between the main towns of Valle del Cauca such as: Jamundí, Candelaria, Palmira, El Cerrito, Yotoco and Yumbo, among others.
The project will have an investment of COP 1,160 billion (USD 293 million) and will have social and economic components that mainly benefit the communities residing in the project's areas of influence.
The tender for PPP contract will happen in two phases. The first is pre-bidding phase, in which the documents and requirements of the bidding process are published and submitted to the interested parties on the SECOP I digital platform. Those interested will be able to comment on the proposal, the comments will be collected by the ANI to adjust the specifications and officially open the tender process. The second phase will include the publication of the final contracting documents.
The duration of the works is estimated to be five and a half years, including a year of pre-construction. The concession will be for a period of 29 years.
