Ferrovial-led team wins Spanish PPP hospital contract

A consortium led by Ferrovial was the only bid for the Valdecilla hospital public private partnership contract in the Spanish region of Cantabria. The regional government has provisionally awarded the contract to the consortium.

SIEC, a Cantabria-based construction firm, is Ferrovial's partner in the consortium.

The project includes the termination of construction works of the hospital, the provision of furniture and IT systems, and the provision of 12 no clinical services during 20 years. Construction was started under other contract but the works were abandoned at some point.

The consortium submitted a bid 0.1 % lower than the maximum bidding price. Ferrovial-SIEC also offered to reduce the construction period by two months compared to the one determined in tender documents, 18 months.

The project was tendered under a public private partnership in which companies were qualified to participate in a competitive dialogue process. The following companies had been qualified:

However, for unknown reasons, only the consortium led by Ferrovial submitted a final offer for the project. Bids were submitted on October 17th.

The project has an estimated investment of €99.1 million, VAT excluded. The Government will pay an annual payment of around €38 million during 20 years.

The contract includes the provision of 12 services (clinical service excluded) for which the Government currently pays €28 million.
