FDOT launches RFQ for $2 billion I-4 managed lanes project

The Florida Department of Transportation has issued  Request for Qualification (RFQ) to teams interested in submitting a Statement of Qualifications (SOQ) to design, build, finance, operate and maintain the I-4 ultimate project.

The project, which is valued at around $2 billion, is the biggest P3 transportation project in terms of capital value being tendered in the last years in the United States.

According to the RFQ documents, a shortlist of proposers will be announced on May 10th, 2013.

The projectI-4 provides a crucial link between Tampa on the west coast and Daytona Beach on the east coast. I-4 consists of seventy-three (73) miles of roadway in Central Florida and accommodates an average of 1.5 million trips daily in Osceola, Orange, Seminole and Volusia counties. The I-4 corridor is also considered a Designated Strategic Intermodal System (SIS) Highway Corridor link of the state's intermodal transportation network.

The project brings innovation to relieve congestion by adding four Managed Lanes or tolled Express Lanes to I-4. The Managed Lanes which add capacity to I-4 are intended for longer distances and use variable tolling or congestion pricing. The project also includes six general purpose lanes and two auxiliary lanes.
