The Lyon Urban Community (Grand Lyon) has awarded the contract for the "Périphérique du Nord de Lyon" road PPP project to the Leonord consortium.
The consortium is composed by BTP Fayat, Société des autoroutes du Nord et de l'Est de la France (Sanef), and funds managed by Banque Populaire-Caisse d'Epargne (BPCE).
The contract to upgrade and maintain the northern Lyon ring road involves a 10-Km long stretch, including 6.5 Km-long tunnel. The road will connect the A-6 highway and the east of the city of Lyon.
The project involves the design, financing and implementation of safety work in the tunnels. It also involves the operation and maintenance of the road for a period of 20 years.
The total project investment is estimated at €88 million (US$109.6 million). The winning consortium will receive €17.8 million per year and the contract has a total value estimated at €356 million. Grand Lyon will retain tolls.
The tender process to award the road PPP project began in late September 2012. The consortium will start operation on 2 January 2015. The works to complete safety upgrades are expected to take about 28 months to be finished.
Two transport PPP projects have been awarded this year in France: the Montpellier - Sud de France TGV station and the Troissereux Bypass, the latter has also achieved financial closure.
