The National Economic and Development Authority and Public-Private Partnership Center of the Philippines have issued An Expression of Interest (EOI) to procure an Independent Consultant for the Ninoy Aquino International Airport (NAIA) Project.
The approved budget for the contract is PHP 1.1 billion (US$ 19.3 million). The Independent Consultant (IC) Contract will last for 06 years. Half of the funding, amounting to PHP 554 million (US$ 9.6 million), will be provided by the PPP Center through the PDMF, covering all applicable taxes and fees. The IC's responsibilities include detailed design and engineering consultancy, project management tasks such as monitoring, supervision, and certification of works, and having experience as an Independent Consultant or engineer for lenders or government authorities. The assignment pertains to either the development or expansion of a greenfield international airport with a minimum project cost of PhP 10 billion (US$ 200 million), handling at least 10 million passengers annually, or involving terminal areas of at least 50,000 square meters.
