EOI for feasibility Study for Indonesian rail PPP link Government of Republic Indonesia has announced several initiatives to create an enabling environment for private investment in infrastructure through the Public Private Partnership (PPP) model. Initiatives include the Viability Gap Funding scheme; the setting up of Indonesia Infrastructure Finance Company (PT SMI); and the establishment of Indonesia Infrastructure Guarantee Fund (IIGF).
 
PT Sarana Multi Infrastruktur (Persero) (PT SMI), a state owned company owned by the Ministry of Finance (MoF) of the Republic of Indonesia, was established in 2009 with a mission to accelerate infrastructure development in Indonesia.
By the Ministry of Finance Decree No. 126/2011, PT SMI is assigned to facilitate the preparation and transaction of two Public Private Partnership (PPP) Showcase Projects. One of the two projects is the Soekarno-Hatta International Airport to Manggarai Rail Link PPP Project (SHIA Rail Link Project or the Project). The Ministry of Transportation (MoT) will act as the project sponsor and the Government Contracting Agency (GCA).
To optimally provide Project preparation  and transaction services, PT SMI is now seeking for qualified international consultants to conduct a Pre-feasibility Study for the SHIA Rail Link Project.
The scope of work for the Project Preparation Consultant (Consultant) is to confirm feasibility and attractiveness of the Project. This includes conducting a Project due diligence; recommending the optimal Project alignment and assessing potential passenger (and possibly freight) demand of the Project; developing the Project's basic design; assessing the potential for developing the Project using a PPP modality; conducting legal and institutional reviews; assessing financial and economic feasibility; conducting an Environmental Impact Assessment; assessing affordability of the Project; and analysing and assisting in the application of government support and/or guarantee.
Interested consultants shall submit an Expression of Interest (EOI) signed by authorized officer (with Power of attorney if applicable) indicating their experience and expertise in international railway projects over the last 10 years and providing references, and stating contact detail. RFQ can be downloaded from www.ptsmi.co.id with a password to be provided once the EOI has been submitted and relevant experience and expertise have been confirmed. At the RFP stage, interested consultants will be allowed to form association to enhance their qualifications. At the RFP, international consultants will be required to show association with qualified National Consultant(s).
