El Paso, Texas (USA), has launched a Request for Proposals to convert an underused, downtown parking lot into a high-density, mixed-use development that will include a parking garage through a public-private partnership (P3).
The site could be developed into a hotel, restaurants residential, or retail space of any combination of these developments. In exchange for issuing a ground lease for the project, the city expects the developer to build and reserve up to 700 parking spaces for municipal use. The 1.55-acre property covers a city block.
The deadline for submission of initial, conceptual proposals is December 7. Detailed proposals must be submitted by Jan. 27, 2016. The last day for submission of written questions is November 16.
