The European Bank for Reconstruction and Development (EBRD) has launched a tender process for consultancy services to prepare a parking strategy and tender support in the city of Varna, Bulgaria.
The specific objectives of the assignment are to provide support to the city to re-introduce and expand the Blue Zones and to implement a successful parking payment system in the future. The following basic activities will be carried out:
The maximum budget available for the assignment is €150,000. Interested parties must submit their expressions of interest on or before 30 April 2014.
The city administration has launched an ambitious plan to reform its urban transport system. Supported by Joint Assistance to Support Projects in the European Regions (JASPERS), the city has developed an integrated investment programme to provide clean, efficient, and reliable urban transport services that promote sustainable mobility.
Varna Municipality started the process of developing a payment scheme for parking in the city centre in 2008. In May 2012 the city introduced, as a pilot, a parking zone covering 200 parking lots in the centre of Varna. Following opposition from local residents and the central government, the 'blue zone' was put on hold and today only a few blocks in the centre of the town are subject to a paid parking scheme.
