The Ministry of Economic Development and Trade of Ukraine has requested the European Bank for Reconstruction and Development (EBRD) to provide technical assistance to develop modern public-private partnerships (PPP) and concessions policy framework and legislation in Ukraine.
The need for developing new and streamlining the operation of existing public infrastructure in Ukraine has contributed to increasing relevancy of private sector involvement including private funding. This, combined with insufficient public financing, limits public capacity to develop and modernize infrastructure (including but not limited to ports, utilities and roads), and inadequate legal framework has strengthened the political determination to introduce effective mechanisms to attract private sector participation and investment in the country.
The ERBD now intends to engage a consulting company to provide technical assistance to the Ministry of Economic Development and Trade of Ukraine with the development of a modern PPP/concessions policy and legal framework in Ukraine.
Proposals must be submitted before June 21st at 23:59.
