EBRD seeks advisors for Nile River transport PPP project

The European Bank for Reconstruction and Development (EBRD) has launched a request for expressions of interest (RFEOI) to hire advisors for the Nile River transport PPP project.

The PPP Central Unit and EBRD require a team of expert financial, legal and technical advisors to carry out the completion of the feasibility study and the PPP tender preparation, in order to provide the PPP Central Unit with a set of tender documents, PPP contract, and tender process support through to financial close for this PPP concession.

The consultant will provide a full and complete package of advice concerning legal and technical advice related to PPP project and tender design, and bidding support through to financial close, including the following tasks:

  • Prepare a Feasibility Study based on the review of the existing Pre-Feasibility Study;
  • Review and prepare Economic and Financial Aspects;
  • Prepare an environmental and social due diligence;
  • Verify the legal Structures of the new Ferry Service;
  • Prepare the Ferry PPP full (bilingual English/Arabic) Tender Documentation and Draft PPP Contract;
  • Assist the PPP Central Unit to design, implement and monitor the tender process;
  • Assist with the financial close.

EBRD is considering an investment of up to EGP500 million (US$69.7 million) as part of a PPP to improve the provision of ferry services and to expand the scope of river transport on the Nile River. The borrower would be a special purpose vehicle to be established by the winner of a competitive tender launched by the central PPP Unit of Egypt on behalf of the Cairo Transport Authority (CTA).

The project will involve the purchase, funding and operation of river transport fleet, to include the: purchase of boats fleet with suitable size and quality for the minimum of passenger transportation service, and as defined by CTA in the invitation for the tender to be bid for the PPP; operation and maintenance of the fleet, according to the minimum level of passenger transportation service and as defined by CTA in the invitation for the PPP tender; and collection of tickets' revenue from the passengers and the additional revenue.

Interested parties must submit their expressions of interest on or before 4 August 2014.
