District of Columbia seeks comments for P3 documents

The District of Columbia’s Office of Public-Private Partnerships (DC-OP3) is seeking comments for its new public private partnership (P3) documents.

More concretely, DC-OP3’s draft Rules and Guidelines and Procedures has been released for public comment.

The Rules outline the process for the development, solicitation, evaluation, award, delivery, and oversight of solicited and unsolicited P3 projects in the District. A more user-friendly version of the Rules with additional non-binding guidance is provided in the Guidelines and Procedures.

DC-OP3 is charged with building collaborations between the private sector and District government to complete major infrastructure projects and other programs through long-term, performance-based P3s procurements.

Interested parties are able to to review both documents during the comment period and share their ideas with DC-OP3 via the following website: https://drafts.dc.gov/
