Defence Construction Canada seeks financial and technical advisors

Defence Construction Canada (DCC) has launched a request for proposals (RFP) to hire financial and technical advisors  for District Heating and Municipal Services Upgrade.

The preferred bidder will provide financial and technical advisory services to complete the P3 Business Case, including identifying options for the replacement of central heating and the underground utilities network.

Interested parties must submit their proposals on or before 9 October 2015. Information provided by the proponents will be evaluated using the established criteria in the RFP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise.

DCC was created in 1951 to help build massive defence infrastructure during the Cold War. It was notably involved in building the Distant Early Warning Line, and is now involved in decommissioning it.

Until the 1990s, its services focused on the traditional areas of construction and construction contract management. In the last decade, it has expanded these offerings to include environmental, commissioning and facilities management services. Its only client is the Department of National Defence.
