The Ministry of Transport of the Czech Republic has relaunched a tender process to seek a transaction advisor for a PPP road.
The contract involves the provision of comprehensive legal, financial, economic and technical advice before and during the tender process for the selection of the concessionaire for the D4 motorway. The duration of the advisory services is 20 months.
The first tender was launched in September 2015. The competition authority deemed tender documentation was so strict in places that it discriminated against potential advisory bid teams in the process and restricted competition. The Ministry announced the project in January 2016 after the approval of an official business case and and the feasibility study prepared with assistance from PwC.
The project comprises the DBFOM of a 32km section in addition to the O&M of a further 20km section of the existing highway, which connects Prague and Bohemia in the southwest of the Czech Republic. The total investment of the project amounts to €275 million (US$287 million).
