Contract signed for Twente airport PPP

After negotiations, a joint venture has been formed for the concession of Twente Airport. In December 2012, Twente Development Area (ADT) found that none of the three qualified parties in the public procurement was interested anymore in the project.

Months later, the private equity firm, Reggeborgh Group, reported interest to develop the airport. Talks between ADT and Reggeborgh Group led on February 11, 2013 to the signing of a memorandum of understanding on the development and operation of the airport.  But the PE firm needed an airport operator partner in oder to comply with the technical requirements of the tender process.

On March 28, 2013 Reggeborgh Group announced that it has signed an agreement with Aviapartner, an airport operator based in Belgium. Aviapartner met all the technical requirements of the tender.

On May 28th, 2013  the joint venture signed a concession agreement with ADT. The concession agreement gives the consortium the right to design, construct, operate, improve and maintain Twente airport, including the related business. The concession is granted for a period of 49 years. The concessionaire acquires during the term of the contract, the exclusive right to operate the airport.

Twente Airport will be capable of handling 1.2 million passengers by 2030. Being located in a 20 hectares (net) business park, the development plan included a new terminal, apron upgrade and expansion of the current runway.

Intervistas, DHV and NACO, served as Transaction Advisor to the public administration delivering the following services: Air Traffic Forecast, Financial Due Diligence, Financial Advisory, and Design of the Concession Model, Selection and Financial Closing process on behalf of the airport authorities.
