In 2010 the prime minister approved Decision 71/2010/QD-TTg providing regulations on pilot implementation of PPP investment model, manifesting the government's commitment to undertake infrastructure development reforms through creating creditworthy projects and a level playing field for PPP stakeholders. In light of Decision 71 an Inter-ministerial PPP Task Force (TF) was established in January 2011 with a centralised institutional role to coordinate, support and guide line ministries and provinces in project preparation, bidding, negotiation and management of PPP concessionaire contracts of infrastructure projects. However, PPP is a new approach in Vietnam, so TF members and ASAs (the ministries and provinces who sponsor infrastructure projects) are not familiar with project proposals.Till early August 2011 the ASAs proposed to the MPI around 30 projects as pilot PPP candidates. However, the enclosed project information is insufficient for a preliminary assessment on whether a project is suitable for PPP implementation, falling short the requirements of Decision 71 on a project proposal. The ASAs need the external support and resources to collect preliminary data and compile those into a PPP project proposal. The newly established PPP TF requires substantial assistance to guide or support ASAs.Taking into consideration this factual situation, both the PPP TF and ASAs need technical support (such as experts/consultants) to develop project proposals, which will serve as ground basis for pre-feasibility analysis, selection of pathfinder pilot projects and making recommendation to the prime minister for approval of that project portfolio. For further information please contact:PPP Task Force Team, 6B Hoang Dieu street., Ba Dinh district, Hanoi, Vietnam
