Comparative proposals invited for Bridge PPP Project in Philippines

The Department of Public Works and Highways (DPWH) has invited interested parties to submit comparative proposals for the Boracay Bridge Project in the Philippines.

The Boracay Bridge Project is a public-private partnership project that involves the financing, design, construction, operation, and maintenance of a road infrastructure with a total length of 2.54 km and includes a 1.14-km limited-access bridge system connecting Boracay Island and Caticlan, Malay. The project aims to provide an all-weather route for vehicles and pedestrians, encouraging alternative accommodations and activity centers on the mainland. It also seeks to manage Boracay’s environmental capacity and reduce overcrowding and overuse of existing facilities, mitigating adverse environmental effects.

The proposed bridge will be a two-lane structure, with one lane per direction and a median strip to separate traffic. It is designed to be 17.60 meters wide from edge to edge. The project will also include facility hubs at both ends, featuring commercial spaces for lease and parking areas for public transport and users. These hubs will be connected to existing public roads via access roads. The concessionaire for the Boracay Bridge Project will have the right to charge regulated fees, including bridge and terminal fees, from users. The project will follow a Build-Operate-Transfer (BOT) model, with a concession period of 30 years starting from the beginning of operations.

The deadline for submitting comparative proposals is set for November 5, 2025. For additional details about this tender, please visit our Business Opportunity page here.
