Colombia seeks competitive proposals for two private initiatives

Colombia's National Infrastructure Agency (ANI) has recently published the tender documents for the Buga - Buenaventura road PPP project under a private initiative (PI) scheme, just  few days ANI approved the proposal submitted by the consortium Via del Puerto, composed of Carlos Alberto Solarte Solarte (34%), Conconcreto (33%) and CSS Constructores (33%).

The PPP- PI road project will involve the finalization of the dual carriageway between Buga and Mediacanoa and the development of the Buenaventura bypass. The construction of the 26.5 kilometers road includes the development of 2 tunnels, 12 bridges, a 7.5 km bikeway and the operation and maintenance of the 111 km existing road for a period of 30 years. The project will be developed as follows: 

  • 10 km from the Sena sector in Buenaventura to Citronella
  • 4.8 km from Citronella to Triana
  • 4.2 km from Triana to Loboguerrero
  • 7.5 km between the sector of Mediacanoa and Buga

Interested firms can now submit their competitive proposals until May 19th.

Additionally, the National Infrastructure Agency (ANI) has also begun the process of receiving final proposals from consortia interested in the construction of the Bogotá-Girardot PPP-PI road.

The private initiative of Infraestructura Concesionada SAS received competitive interest from several teams: 

  • Infraestructura Concesionada SAS (the PI originator)
  • Concesionario Vías del Desarrollo, formed by:
    • Bentos SAS (75 %) 
    • China Gezhouba Group Company Limited  (25%)
  • OHL Concesiones SAS (100%)
  • Estructura Plural TC Girardot - Bogotá, formed by:
    • Cass Constructores & Cia S.C.A. (50%) 
    • Carlos Alberto Solarte Solarte (50%)
  • Estructura Plural Vías a Girardot, formed by:
    • Industrial Concretos SAS (30%) 
    • Concreto Internacional S.A. (70%)

The Bogotá-Girardot PPP-PI project consists of the addition of a new lane in both directions to the existing highway and thus becoming a six lane highway. The new lane will be implemented from the Sumapaz tunnel to the municipality of Granada, along 67 kilometers. The project also includes the maintenance and rehabilitation of 154.81 kilometers of existing road.The estimated construction investment is about US$550 million.
