China Everbright International Limited has announced during the month of June that it has signed four concessions agreement for waste-to-energy public private partnership (PPP) projects in China.

The projects are the following:

Guanyun MSW-fired Cogeneration project

The project will have a daily household waste processing capacity of 500 tonnes and a total investment of approximately RMB270 million (US$44 million). The project will be constructed on a build-operate-own (BOO) basis. It will fully comply with the Euro 2000 Standard in gas emissions and is expected to generate approximately 6,400,000 kWh of green electricity and 240,000 tonnes of steam annually.

Rugao project phase I

With a total investment of approximately RMB320 million (US$52.2 million), Rugao project phase I is designed to have an annual agricultural waste and straw processing capacity of 280,000 tonnes. It will be equipped with a 130t/h furnace and a 30MW power generator to generate on-grid electricity of 213,000,000 kWh annually.

Rugao City is a county-level city under the administration of Nantong city of Jiangsu province. Rugao project and the group's biomass integrated treatment project in Rudong county of Nantong city will operate on a model of 'one terminal covering two counties', helping to build Everbright International's strategic layout in the central Jiangsu area.

The project will be invested in and constructed on a build-operate-transfer (BOT) basis, with a concession period of 30 years. It has a total designed daily household waste processing capacity of 1,000 tonnes and will be constructed in two phases. With an investment of approximately RMB385 million (US$62.8 million), Phase I of the project is designed to have a daily household waste processing capacity of 700 tonnes. Its gas emissions will fully comply with the Euro 2000 Standard.

Xiao County Waste-to-energy project

The project has a total investment of approximately RMB420 million (US$68.5 million) and will be invested and constructed on a build-operate-own (BOO) basis, with a concession period of 30 years. The project has a designed daily household waste processing capacity of 800 tonnes and will be constructed in two phases. Phase I commands a total investment of approximately RMB250 million with a designed daily household waste processing capacity of 400 tonnes. It is expected to generate approximately 48,000,000 kWh of green electricity annually and the gas emission will fully comply with the Euro 2000 Standard.

The firm has also signed a investment agreement for Xiao County Biomass power generation project, which has a total investment of RMB320 million (US$52.2 million) and will be invested and constructed on a build-operate-own (BOO) basis. It has an annual agricultural waste and straw processing capacity of 300,000 tonnes. The project will be equipped with one unit of 130 t/h furnace and a set of 30MW power generator. It is expected to generate approximately 200,000,000 kWh of green electricity annually.
