Chidambaranar Port re-tenders PPP projects after terminating contract with Transstroy consortium

The Chidambaramar Port, located on the South Eastern Coast of India, has tendered again two PPP projects after terminating the contracts with a Transstroy-led consortium.

The port signed concession agreements with Transstroy - OJSC Consortium to develop the projects both projects were terminated  in November 2015 due to non-fulfillment of conditions precedent:

  • North Cargo Berth-3. The project involves the development of a new berth to handle coal and rock phosphate. The total project investment is estimated at Rs.4.2 billion (US$63.2 million). Project signature: 07.02.2014
  • North Cargo Berth-4. The project involves the development of a new berth to handle coal and copper concentrate. The total project investment is estimated at Rs.3.55 billion (US$53.4 million). Project signature: 17.04.2013 

The present thermal coal handling capacity of the port is 12.55 MTPA and the port handled 14.70 MTPA of coal in the year 2015-16. In order to meet the traffic demand of coal, the port proposes to undertake the construction of North Cargo Berth-III for handling of Coal on Design, Build, Finance, Operate and Transfer (DBFOT) basis.

Furthermore, there is continuous growth in container traffic, which attracts attention for expansion in the port. For which capacity has to be augmented to 0.5 MTEU in the existing capacity. The port handled 1.92 MTPA of Break Bulk & other cargo during the year 2015-16. In the year 2025-26 the break bulk and other cargo traffic will be 3.71 MTPA and will increase to 10.26 MTPA in the year 2040.  Hence, in order to meet out the cargo traffic, Chidambaranar Port also proposes to undertake the development of North Cargo Berth-IV for handling of Containers and clean cargo on Design, Build, Finance, Operate and Transfer (DBFOT) basis.

The construction of North Cargo Berth-III will broadly include construction of a 306m long and 22.90m width berth to accommodate 75,000 DWT size vessels (60,000 tonnes parcel load), including all civil works such as construction of berth, conveyor trestles development of stack yard, mechanical & electrical works for installation of a suitably designed system for unloading of Coal with an average handling rate of 40,000 TPD for Coal and operation and maintenance thereof. 

For the development of North Cargo Berth-IV, the concessionaire shall design, finance and, construct a berth of 400m long and 25m width which can be extended up to 400 X 40 mtrs in addition to that 400 mtrs X 20 mtrs is available for further development depending upon the design of the concessionaire to accommodate 4,000 TEUs size vessels (3,500 TEUs parcel), including all civil works such as construction of berth, development of yard, mechanical & electrical works for installation of a container handling system and operation and maintenance.
