Calgary seeks Fairness advisor for CNG storage facility

The city of Calgary, Alberta (Canada) has issued a request for proposal (RFP) to hire a fairness advisor for a proposed Stoney CNG Transit Bus Garage PPP project.

The fairness advisor will review and monitor the tender processes for P3 infrastructure delivery of a new CNG transit bus storage and maintenance facility.

The project investment is estimated at CAD$274 million. The project is expected to be awarded by 2015 and to be operational by 2018.

The proposed Stoney CNG Transit Bus Garage will be designed to accommodate an indoor storage capacity of approximately 400 buses and will incorporate compressed natural gas fueling infrastructure. The facility will also support diesel bus operations, recognizing the transition period associated with the introduction of CNG buses into Calgary Transit's fleet.

The RFP for Fairness advisor was issued on 24 June 2014. Interested parties must submit their porposals on or before 16 July 2014.

This CNG Transit Garage initiative responds to the following pressures on Calgary Transit's bus storage and maintenance capacity:

  • An existing shortfall of approximately 185 units of indoor transit bus storage capacity;
  • Growth in transit bus maintenance demands;
  • A projected 100% growth in the size of Calgary Transit's bus fleet in the next 30 years, from approximately 1,000 buses to 2,000+ buses; and
  • A critical requirement for CNG infrastructure required to store, fuel, and maintain CNG buses in larger numbers beyond the initial pilot fleet (CNG fuelled buses are not compatible with current facilities).

Project timeline

  • Spring 2013 - Business Case submission to PPP Canada
  • 2013-14 - negotiations with PPP Canada; approval of project by City Council
  • 2015 - construction contract awarded
  • 2015 - construction begins
  • 2018 - anticipated completion
