Bulgaria re-tenders Sofia airport concession

The Ministry of transport, information technology and communications (MTITC) of Bulgaria has re-opened the tender process for the concession of Sofia airport , which is located 10 km east from the center of Sofia, the capital of Bulgaria. 

Bulgaria has decided to re-tender the airport PPP as previous attempts to select a qualified bidder were infructuous.

In  November, the Ministry extended the deadline for submitting offers on Sofia International Airport to January 31. This was the third extension to the deadline. Earlier that month, the deadline was extended to December 14, and In September, the ministry extended the concession deadline by four weeks to November 18.

As we reported, in early June, 2016, Bulgaria published the original tender notice for the concession of Sofia Civil Airport. 

In 2014, the airport handled 3,815,158 passengers, an 8.9% increase compared to 3,504,326 handled in 2013. Bulgaria also uses Sofia Airport for the Vrazhdebna Air Force Base.

The concession has an investment estimated at €275 million (US$312.8 million) in a one-time payment after the election of the concessionaire plus €150 million (US$170.6 million) of investments to upgrade the airport during the 35 years of concession. 

The object of the Sofia Airport concession with an area of 5,219,778 square meters includes:

  • Land plots and buildings (public state property)
  • Facilities and adjoining infrastructure
  • Property and possessions public state property, representing buildings, facilities, and systems for the visual air navigation equipment (airfield lighting), located in the territory of Sofia airport
  • The buildings, facilities and equipment that the concessionaire will construct and/or install by its own risk and with its own funds under the conditions and procedure set by the concession contract

The private party will be responsible for the management of services of public interest and management and maintenance of the civil airport in accordance with the clauses of the concession contract.

The deadline to submit the tender documents is on or before May 17 at 17:00 pm (local hour).
