Brookfield Infrastructure Partnerships Quinte (BIPQ), a consortium formed by Brookfield Financial Corp. and Morguard Corporation, has completed construction of the new Quinte Courthouse in downtown Belleville, Ontario.
Construction of the Quinte Courthouse was completed in July 2013, with court operations beginning in late August.
The project was structured as a design-build-finance-maintain project and was delivered under the provincial government of Ontario's Alternative Financing and Procurement (AFP) delivery model.After construction is completed, the concessionaire will receive annual service payments from Infrastructure Ontario over a 30-year period.PCL Constructors Canada provided construction services. The facility was designed by WZMH Architects, with Morguard also providing facilities management. Brookfield Financial Corp. also acted as the financial advisor to Brookfield Partnerships Quinte.
BTY Group is the lenders' technical advisor and the construction contract independent certifier for the new Quinte Consolidated Courthouse, which achieved financial close in June 2011.
The project required an estimated investment amount of C$247 million.
The new facility, located at 15 Bridge St. West, improves access to justice for the County of Hastings by consolidating Superior Court of Justice and Ontario Court of Justice services. Crown attorneys, courts administration, the Victim Witness Assistance program, the Hastings County Law Association, Adult Probation and Parole, Children's Aid Society, Legal Aid Ontario, the John Howard Society, Salvation Army, and mental health workers are now being housed in a single modern and efficient facility. Previously, the courts operated out of three separate locations in Belleville.
