A Request for Qualifications (RFQ) has been launched for the McLoughlin Point Wastewater Treatment Plant Project in British Columbia. The project is part of a C$782.7 million program, the Core Area Wastewater Treatment Program (CAWTP).

As stated in the Press Release, the purpose of the RFQ is to invite interested parties to submit their qualifications to design and construct the wastewater treatment plant. In accordance with the terms of the RFQ, a shortlist of three proponents will be invited to participate in the next stage of the competitive selection process, the Request for Proposals. The CRD expects to select the three proponents by the end of June and to choose the preferred proponent by year end to begin construction by the spring of 2014.

The McLoughlin Point Wastewater Treatment Plant Project will be procured using a design/build/finance (DBF) model. The DBF model provides the DBF contractor with the opportunity to be innovative while at the same time allows the CRD to transfer risk to the contractor within the contract fixed price. The successful proponent will be required to have a financial stake in the project during construction and for a two year performance proving period after the plant goes into service. The treatment plant will be owned and operated by the CRD.

The Core Area Wastewater Treatment Program (CAWTP) consists of three components: the construction of the McLoughlin Wastewater Treatment Plant, harbour crossing and marine outfall, a Biosolids Energy Centre, and Conveyance Infrastructure including upgrades to existing facilities.

The total value of the project is C$210 million.
