Brazil to launch tender for 22 airport concessions

The National Civil Aviation Agency (ANAC) in Brazil has approved a tender notice and a draft contract for the sixth round of the concession of 22 airports. The legal documents are being analyzed by the Federal Court of Accounts together with the technical, economic and environmental feasibility studies approved by the Ministry of Infrastructure. The concession includes expansion, maintenance, and operation of 22 airports grouped in three regional blocks.

The bidders can bid individually or in a consortium as long as one of the consortium participants has technical qualifications required for the airport operation. This member must be an airport operator with a minimum participation of 15% and a proven experience. It also needs to prove that it has operated, in at least one of the last five years, 5 million passengers to finish off the South Block and 1 million passengers for the Central and North blocks. The same bidder can win all three blocks as long as it offers the best proposal and meets the experience requirements of the public notice.

The duration of the concession contracts for all airports is 30 years.For the Northern Block, the minimum initial expected contribution is BRL 38.7 million (US$ 7.28 million) with an estimated value of BRL 4 billion (US$ 752 million). The minimum initial contribution to the Southern Block is BRL 408.2 million (US$ 76.8 million) with an estimated value of BRL 8.9 billion (US$ 1.67 billion). The minimum initial contribution from Central Block is BRL 22.5 million (US$ 4.23 million) with an estimated value of BRL 4.9 billion (US$ 922 million).

The South block of the concession involves airports in:

  • Curitiba in state Parana
  • Foz do Iguaçu in state Parana
  • Navegantes in state Santa Catarina
  • Londrina in state Parana
  • Joinville in state Santa Catarina
  • Bacacheri in state Parana
  • Pelotas in state Rio Grande do Sul
  • Uruguaiana in state Rio Grande do Sul
  • Bagé in state Rio Grande do Sul

The Central block of the concession involves airports in:

  • Goiânia in state Goiás
  • São Luís in state Maranhão
  • Teresina in state Piauí
  • Palmas in state Tocantins
  • Petrolina in state Pernambuco
  • Imperatriz in state Maranhão

The North block of the concession involves airports in:

  • Manaus in state Amazonas
  • Porto Velho in state Rondônia
  • Rio Branco in state Acre
  • Cruzeiro do Sul in state Acre
  • Tabatinga in state Amazonas
  • Tefé in state Amazonas
  • Boa Vista in state Roraima
