Bids in for DC streetlighting P3

The District of Columbia Office of Public-Private Partnerships (OP3) has announced that it received 11 Statements of Qualifications (SOQs) from teams that want to deliver a lighting system for the District.

The “Safer. Smarter. Greener.” Project is a joint effort of the District Department of Transportation (DDOT), the Office of the Chief Technology Officer (OCTO), and OP3, to modernize more than 75,000 streetlights in the District by converting them to LED technology with remote monitoring and control capabilities and deploy Smart City technology (SCT), including Wireless Access Points that will expand the District broadband Wi-Fi network and serve as a platform for future uses and applications.

As requested in the RFQ, respondents provided SOQs describing their team’s qualifications and approach to delivering the project.  Following the District’s evaluation of SOQs, the District will prequalify a number of teams, who will be the only Shortlisted Proposers invited to participate in a subsequent Request for Proposal (RFP) process.

DC OP3 is charged with building collaborations between the private sector and District government to deliver major infrastructure projects and other public services though long-term, performance-based agreements. The Office was established by the Public-Private Partnership Act of 2014 and launched in November 2015.

Seth Miller Gabriel, Director of DC OP3, said:

“We are very pleased by the market interest in the District’s first P3 procurement. It’s a real vote of confidence for our process and will result in a great project for the residents of the District that will make us safer, smarter and greener.”
