Aquino reorganizes public units in charge of PPP projects in the Philippines

President of the Philippines, Benigno Aquino, has signed an executive order (EO 136) that reorganized and renamed the BOT Center to the Public-Private Partnership Center of the Philippines under the National Economic Development Authority.

EO 136 amend certain sections in EO 8 series of 2010, removing from the Department of Trade and Industry the previous jurisdiction of handling the implementation of government-backed projects. The National Economic and Development Authority will handle the execution of projects due to "budgetary purposes and administrative supervision."

The EO also states that the PPP Center will also "manage and administer the Project Development and Monitoring Facility (PDMF), formerly known as the Project Development Facility (PDF) established as a revolving fund under EO 44 series of 2002." The PDMF provides funding support for the procurement of transaction advisors tasked to develop and prepare pre-feasibility, feasibility studies and tender documents for PPP projects, and provide assistance in the bidding process.

A PPP Governing Board is created, and the PPP Center shall act as the secretariat of the same. The Board will act as the overall policy-making body for all PPP-related matters, including the PDMF. The Executive Order also describes the composition of the new PPP Board. 

Since the launch in November 2010 of the PPP program, a total of three projects worth roughly P28 billion (US$678 million) have already been awarded:
