The National Waterway Transportation Agency (ANTAQ) approved the studies and legal documents related to the project for the immersed tunnel connecting the municipalities of Santos-Guarujá, located in São Paulo, Brazil.
The project framework includes public services such as planning, construction, operation, maintenance, and the necessary investments for tunnel operations. The proposal outlines a public-private partnership (PPP) with an estimated investment of BRL 6 billion (USD 970 million), set to benefit approximately 2 million people.
The decision eliminates the requirement for additional public consultations on the project, as three public hearings regarding the bidding process were already conducted in 2024. Two of these hearings took place in Santos, including one within the Port of Santos, and one in Guarujá. The agreement outlines the responsibilities of the involved agencies, with ANTAQ tasked with overseeing the impacts on Port of Santos operations from the planning phase through the execution of the tunnel construction.
