Colombia's National Infrastructure Agency (ANI) and Construcciones El Cóndor S.A. have signed the Cesar - La Guajira road PPP project.
Construcciones El Cóndor will be responsible for the design, upgrade, build, operation and maintenance of the road
The 350.3 km road will link San Roque in Cesar department and Cuestecitas in La Guajira department. These two regions are the largest coal producers in the country. Cesar is located in the north of the country, in the Caribbean region, bordering to the north with the Department of La Guajira.
The total project investment is estimated at P$370.5 billion (US$141.3 million).
The winning firm, which had submitted an unsolicited proposal, was the only bidder in the tender process for the project. This case is similar to Malla Vial del Meta PPP project and Chirajara - Villavicencio road PPP project, which were awarded by ANI to the firms that submitted an unsolicited proposal, Grupo Odinsa S.A. and Estructura Plural Villavicencio 3 respectively, after no competitive bids were received.
