Colombia's National Infrastructure Agency (ANI) has awarded the Cesar - La Guajira road PPP project to Construcciones El Cóndor S.A.
The winning firm, which had submitted an unsolicited proposal, has been the only bidder in the tender process for the project. The company will be responsible for the design, upgrade, build, operation and maintenance of the road
The 350.3 km road will link San Roque in Cesar department and Cuestecitas in La Guajira department. These two regions are the largest coal producers in the country. Cesar is located in the north of the country, in the Caribbean region, bordering to the north with the Department of La Guajira.
The total project investment is estimated at P$387 billion (US$161.2 million).
This case is similar to the Malla Vial del Meta PPP project, which was awarded by ANI to the firm that submitted an unsolicited proposal, Grupo Odinsa S.A., after no competitive bids were received. The total project investment is estimated at P$1,26o billion (US$495.5 million).
We have recently reported that ANI received two bids for the Santa Ana - Mocoa - Neiva motorway PPP project, which is part of the second wave of concessions of the 4G highway plan. This second phase will involve a total of 9 projects and require US$14.2 billion.
