February 1The Inter-ministerial TenderCommittee for Execution of the Cross Israel Northern Highway: Sections 3 and 7 reports that six groups have passed the prequalificationstage in the tender.The tender is for aBuild-Operate-Transfer (BOT) project for the financing, construction, operationand maintenance of a toll road, similar to the existing sections of the Cross Israel Highway,and for the transfer of the project to the State at the end of the concessionperiod. The project includes two sections:
- Section 7: Approximately6 kilometersfrom theplanned interchange on the outskirts of Yokne'am to the Tel Kashishinterchange.
- Section 3: Approximately4 kilometersbetweenthe Tel Kashish and Somech interchanges.
The project includes asignificant tunnel component for a total length of approximately 4 kilometers.
Seven groups bid in theprequalification process and were evaluated by the Inter-ministerial TenderCommittee. One group withdrew during the bid evaluation process, and theremaining six groups were found to comply with the prequalification conditions.The bidders included four local groups, some in cooperation with internationaltunneling contractors, and two groups consisting, among others, ofinternational companies and leaders in their field. This fact demonstrates theattractiveness of the tender and the favorable reputation gained in recentyears by public-private partnership tenders.
The members of theInter-ministerial Tender Committee are representatives of the Ministry ofFinance, the Ministry of Transport and Road Safety and the responsibleauthority - the Cross Israel Highway Company. The committee's compositionreflects the great advantage to be found in cooperation among all the relevantgovernment entities that have accumulated experience in BOT transportationtenders.
