33 qualified firms for rail Pre-feasibility study in Indonesia PT Sarana Multi Infrastruktur (Persero) (PT SMI), a state owned company owned by the Ministry of Finance (MoF) of the Republic of Indonesia, released a month ago a RFQ for qualified international consultants to conduct a Pre-feasibility Study for the Soekarno-Hatta International Airport to Manggarai Rail Link PPP Project.
 
By the Ministry of Finance Decree No. 126/2011, PT SMI is assigned to facilitate the preparation and transaction of two Public Private Partnership (PPP) Showcase Projects. One of the two projects is the  (SHIA Rail Link Project or the Project). The Ministry of Transportation (MoT) will act as the project sponsor and the Government Contracting Agency (GCA).InfraPPP Asia has had the opportunity of having the long list of qualified teams for the pre-feasibility study.  As you can see in the file below, there are many international consultancy companies trying to get this contract that can be a good way to access the Indonesian PPP market.
 
The scope of work for the Project Preparation Consultant is to confirm feasibility and attractiveness of the Project. This includes conducting a Project due diligence; recommending the optimal Project alignment and assessing potential passenger (and possibly freight) demand of the Project; developing the Project's basic design; assessing the potential for developing the Project using a PPP modality; conducting legal and institutional reviews; assessing financial and economic feasibility; conducting an Environmental Impact Assessment; assessing affordability of the Project; and analysing and assisting in the application of government support and/or guarantee.
