The Company operates entirely within its franchised territory, which covers 48 municipalities within York and Adams Counties, Pennsylvania. The Company is regulated by the Pennsylvania Public Utility Commission, or PPUC, in the areas of billing, payment procedures, dispute processing, terminations, service territory, and rate setting. The Company must obtain PPUC approval before changing any of the aforementioned procedures. The Company is engaged in the business of impounding, purifying and distributing water within its franchised territory, and is regulated by the Pennsylvania Public Utility Commission.
